Associate General Counsel

Richard joined Rutgers in December, 2018.  Richard’s practice relates to general Rutgers University transactional matters including real estate, construction, commercialization, and intellectual property as well as the Rutgers University Foundation on development matters, donor agreements, and bequests.  Prior to joining Rutgers, Richard was Legal Counsel at Delaware Technical and Community College, where he advised the College and Foundation on all transactional agreements related to the College and its Foundation.  Richard previously was an associate at Gibson & Perkins, PC, where his practice was estates and trusts, tax matters, business transactions, and litigation.  Richard has also worked in the public sector as a Deputy General Counsel and Executive Director in the Pennsylvania General Assembly.

Richard received his J.D. from Seton Hall University School of Law, LL.M. in taxation from Villanova University School of Law, Bachelor of Arts in History from Virginia Wesleyan University.  Richard is admitted to practice in Delaware, New Jersey, and Pennsylvania and before United States District Courts for the District of New Jersey and Eastern District of Pennsylvania and U.S. Tax Court.
