Joseph Milestone

Joseph Milestone provides transactional, regulatory and compliance guidance to the health care schools and clinical enterprise of Rutgers University.  Primarily representing the schools, institutes and units of Rutgers Biomedical and Health Sciences, Joe prepares and reviews a variety of academic medical center agreements including clinical and educational affiliation agreements; accountable care, managed care, and provider network agreements; and professional services agreements.  In addition, Joe provides guidance on federal fraud and abuse issues (Anti-kickback and Stark); health information privacy and security (HIPAA and HITECH); Medicare/Medicaid; New Jersey facility and physician licensure and insurance; patient care issues; medical records documentation and disclosure; and, medical claims billing and reimbursement.  Joe also prepares federal and state regulatory submissions.

Prior to joining Rutgers, Mr. Milestone was a health law associate in the Dechert LLP and Pepper Hamilton law firms, representing hospitals, health systems and academic medical centers.  Mr. Milestone has also served as an Assistant Inspector General in the New Jersey Office of the Inspector General, where he conducted investigations and performed operational and performance reviews of state agencies and programs.

Mr. Milestone received a B.S.E. in materials engineering from the University of Pennsylvania and a J.D. from Rutgers, where he served as Associate Editor of the Rutgers Law Journal.  He is a past chair and current board member of the Health Law Section of the New Jersey State Bar Association, and recipient of the section’s Distinguished Service Award.  Prior to attending law school, Joe served as an aerospace engineer, working on the Aegis radar (Lockheed Martin), MX missile (Martin Marietta) and V-22/Osprey (Bell Boeing) programs.  Joe is admitted to practice in New Jersey, New York, Pennsylvania and Connecticut.
