Ms. Blinder is an experienced healthcare attorney with a primary practice focus on federal and state fraud and abuse, regulatory compliance and healthcare transactional matters.  Prior to joining the Rutgers Office of General Counsel, Ms. Blinder spent 7 years in private practice at Duane Morris, LLP and the boutique healthcare firm Frier & Levitt, LLC, where she provided healthcare counseling to clients, assisted practitioners in preparing for and defending self-disclosure matters as well as government investigations, and represented clients in complex acquisitions and sales, commercial lease and sublease transactions, corporate structuring and corporate practice of medicine issues. 

Before entering private practice, Ms. Blinder worked in-house for Meadowlands Hospital and Medical Center in Secaucus, NJ.  As counsel for the hospital, Ms. Blinder was responsible for the drafting and review of all physician and executive employee employment agreements, advising the hospital board on hospital action relating to the nursing union and engineers’ union collective bargaining agreements, and all services agreements to which the hospital was a party.

Ms. Blinder received her B.A. from Rutgers University and her J.D. degree from Benjamin N. Cardozo School of Law.  Ms. Blinder is a member of the New Jersey and New York bars, and is admitted to practice in the U.S. District Court for the District of New Jersey, as well as being a member of the New York State Bar Association and the American Health Lawyers Association.
